DARPA are like the original scientists involved in the Manhattan Project. They are playing with technologies (and probably deploying them under contract) without accountability.

Yes. It IS up to society to come up with an appropriate social /economic/ philosophical framework to deal with these technologies. That CANNOT HAPPEN, however, until there is FULL DISCLOSURE and FEARLESS OPEN DEBATE about our destiny and our evolution.

You can see the moral dilemma being ‘suffered’ by the speaker as he attempts to explain/justify the morality of DARPA’s activities. He can’t do so, and he knows it. In many respects he’s almost like a whistleblower. Just that he’s still probably in their employ.
